He doesn't mean here as in this place is compromised and/or will get him into trouble. Although the HS2 psychotic card/scene/mod makers they are most likely here lurking too and they like to control, police and spy everywhere to make sure no one gets to have fun. Assgoblin made a promise to one of them to not to share.
If you want, you can upload whatever you want, but you know the risks.

i did it cause i dont wish to start beef with any creators also they know some things i dont want other people to know as i want to stay in the hs2 community and dont wish to be banished so i will comply with the creators requests

How does one change a character in a VNGE scene? I tried changing the character via the workspace for one scene and then updated it but when I switched to the next scene then back, the character reverted back. I even tried selecting all the scenes at once and then switching the character then updating them all at once but that resulted in the same issue, I change the scene and the changes are reverted. Any ideas on what I am doing wrong?

Works just fine for me when I load it with the changed characters. Your plugins probably wonky or smth, try updating and see if that works out. Make sure to backup your files tho
