No, it's not the card's problem. Rather, it has two versions: a paid version with a head model and a free clothing version without a head model. The MOD loader prioritises the free version, which is intentionally designed by the author. You just need to search for the MOD of that character card in the mods, find one with a similar name by the same author, and delete the smaller one. Generally, the smaller one is the version without the head model. If you don't delete it, the head model will always be missing.

Reminder to some people that constant leaks within an hour (or sometimes within ten minutes) of posting are why Makisu ended up permanently paywalling his Nikke cards... I'm not the biggest fan of dumping entire author archives unless I really fucking hate the author; Muse is one of like three card makers that still makes Snowbreak and Strinova stuff, so, I'd rather not lose him. But this is something I said I'd do last month so, here it is. I'm willing to distribute individual cards on request after this, though I personally won't be uploading the full collection again; thank you for your understanding.

Yes, this Lor: Cipher mod got like 4 different versions.
1 free mod with clothes only + 1 paid version with headmod included + 2 others versions to fix the headmod and clothes.

It's not that complicated. First, you need to learn how to send him private messages on Pixiv. Then, be sincere. The threshold for becoming his private friend on Pixiv isn't high; you at least know how to translate your messages into Chinese using Google Translate, right?
