I'm not entirely sure but I remember seeing something about how [Eijineer Blue Archive] mods can cause this scene in particular to flip out. Disabling them all and only having the latest one active should fix the broken skeleton. (If the latest ver still causes issues try them one by one)

Ah that is unfortunate. I just loaded up the scene with and without the Blue Archive mod. It was distorted with it enabled and was fine without it. Which is ironic because the scene tells you that it's required if you don't have any ver installed. Are you sure you don't have it somewhere? The screenshot you posted should be displaying that it's missing but it isnt which might mean it's hidden somewhere in your mod folder, perhaps renamed? (A few Eijineer mods do come pre-packaged with most Koikatsu repacks I believe)

And worked in a Cecilia with the HOV eyes:

Dont place multiple tesselated characters on the same map unless you want to play with 20 fps.
In the following test I placed 5 tesselated characters close to each other. Impact was... bad... so, be warned:
