It was on the Cyrene card, and on the public archive in the outfits for her. Most likely it's Makisu who made the oufit, even.

Its a cost/benefit thing more than jurisdiction/law stuff.
They win nothing prosecuting poor people like us (cries in working 8am-5pm).
They would only lose money/time to judges and stuff gaining nothing in the process.
