Have you updated the game with HF patch? As mentioned above by Stigma, it will help you get started with a bunch of necessary mods for various tools needed for char creation and Kstudio.
Then for any additional missing mods, you can search them here, various mods such as Anse, A-fan, Grafko and other mods have been shared in this thread multiple times : D
