It depends, can't really care to read peter's patreon but this is the idea: (Hentaisio as an example)
Each Patreon has its own content policies, and Hentaisio's is:
$1: Simple donation, nothing in return.
$5: Simple donation, Discord access.
$8: Simple donation, Discord access, you can vote on future card releases.
If you get the $8 plan, and Hentaisio doesn't give you vote power, or discord access, is a ToS violation.
If peter has $5:file access, password access. But you only get the file, then is a ToS violation. You have to give whatever you stated on your plans. There's loopholes, like "file", what file? well XD that's the thing, he can give you whatever file he wants to, you need to be specific on what you are giving in the plan. This exact same logic goes for Kickstarter, Kickstarter holds the money; if the creator doesn't deliver what they promised, the money is not given to the creator, but instead returned to the backer (this is a butcher explanation I know is more complex than that).

Oh and btw, but I just forgot to mention, if that card you are looking for wasn't attached by the new content policy, you may be lucky and there's an actual hero, but tbh I found it really odd, since he's just money starve so more likely everything is locked till someone with 3 month "Loyalty🤡" leaks it

Beyond whether or not it affects those who leak the content and those who obtain it without contributing money, this type of behavior only harms the people who support them because they're throwing money at a monkey that doesn't dance. I can go my whole life without feeling incomplete because some creator decided to limit how they publish their work, and if it gets leaked a week later, well... Congratulations, the poor fool has stepped in shit again.
There's a huge but transparent loophole here that nobody wants to see; they have the freedom to limit their content in this way, but I or anyone else can also leak it without real consequences; from any point of view, Patreon couldn't care less.

I don't know if it's part of the benefits of being a free member on their Patreon, but there's a group chat where you can ask general questions; obviously, you can ask more specific questions about their cards, like plugins or zipmods, on the Hentaisio Discord server.
All I know is that those who use early access or don't see absolute ownership of cards that are one or two years old (even if they're leaked) are the ones who really understand how this community works.

Even before I delved in deep into the community, the 5$ is just really for people who wants to support the stuff I do. I just added monthly polls like kaoskatsu or abceefg cuz I believe it's a duty as a creator to take care of people who spend their hard-earned money. I'm not forcing anyone to send me money. I know what it feels like to try getting a card and not having any money to afford a card because I've been there.
I also try to cite where the mods come from so if people have a little extra, they can send donos or support them by following the pages.
I still have so much to learn as a creator, and I am really happy with everyone's feedback on how I run things.
I've seen someone resell some of my cards, but I feel the stuff I make is unique enough for people to recognize and I worry more about the next thing I'll make than spend time taking them down.
