I'm guessing you mean having eyes and eyebrows partially visible through hair, but please correct me if I'm wrong.
This works with Normal Hair and Hair Accessories. Make sure "Eyebrows show through hair" is on.
If you want the easy way, download xukmi's Vanilla Plus shaders:

I would recommend using these instead of the defaults because they allow for more modifications, and they allow proper shadows to work on them.
Set the shader for the hair you want transparent to "HairFrontPlus". The "Render Queue" should be 2475 by default. Change it to 3000 if you want the eyes visible too, but this will also make some shadows not appear. Go down to "transparancy" and play with that. The higher the number, the more visible the eyes and eyebrows are. That's all.
If you would like to keep those shadows and have the eyes visible, keep the hair's Render Queue at 2475, but make these changes to the Render Queue in these Face Materials:
eyeline_00_up = 2903 to 2474 (Upper Eyelash)
eyeline_kage = 2902 to 2473 (Eyelash Details)
eyeline_down = 2903 to 2474 (Lower Eyelash)
sirome = 2901 to 2472 (Sclera) [White part of the eye]
hitomi = 2902 to 2473 (Pupil)
The Render Queue determines what order items are shown in. For example, Pupils have a higher Render Queue so they appear on top of the Sclera.
Pupil = 2902
Sclera = 2901
For the way you mentioned, I'll explain using default shaders.
While this method allows for more freedom, it's much harder to get good effects with.
In Material Editor, "Copy Material" on the hair you want transparent, make sure the first shader is "main_hair_front". The "Render Queue" should be 2475 by default. Change the copied material's shader to "main_item_studio_alpha", and keep the Render Queue to 2475. You can change it to 2476, but some features of the hair like the gloss will be hidden too.
In the copied material, now you can change the "alpha" slider to change the amount of transparency.
Repeat the same changes to the Face Materials above if you want the eyes visible.
